Relatives of unarmed Fort Washington, Maryland, motorcyclist Terrence Sterling say an officer shot him in the neck and back.

Mosby called for system reform after the failure to find any criminal involvement in Gray's death. "We know that Freddie Gray did not kill himself," she contended.

The decision comes after State's Attorney Marilyn Mosby's uphill battle to find the six officers criminally accountable for Gray's death.
